Eiichiro Oda reveals truth on most debated Shanks moment

Eiichiro Oda confirms the mysterious Levely visitor in One Piece Chapter 907 was not Shanks but his twin.

In the SBS section of Volume 114, which came out on March 4, 2026, Eiichiro Oda finally revealed the answer to one of the most debated mysteries among the One Piece fan community: the hooded figure who met the Gorosei during the Levely Arc in Chapter 907.

Shanks’ mysterious Levely counterpart revealed

Oda confirmed the hooded figure who entered the Room of Authority and declared, “There is a pirate I need to talk to you about,” to be not Shanks but his twin brother, Saint Figarland Shamrock. Indeed, the fan community has long speculated about the mysterious character who didn’t have Shanks’ signature scar and who was placed in a position to hide his left arm. It seems the “evil twin” hypothesis has finally been confirmed by Oda himself. According to the SBS section, the character of Shamrock stayed in Mary Geoise and became the leader of the Holy Knights.

Oda also revealed the family history of the twins’ family. It turned out the twins’ mother was named Magnolia Figarland, who was allegedly killed by her husband, Saint Figarland Garling, during the God Valley Incident.

The SBS also briefly mentioned an anime production mix-up with Toei Animation. During the creation of Episode 887, it was believed that the hooded figure was Shanks, and Shuichi Ikeda, the voice actor of Shanks, was called in to record his dialogue. However, Oda confessed that this was partially his fault, joking that he forgot to inform the anime crew that it was actually Shamrock.

In order to prevent any more confusion, Oda himself selected Kenjiro Tsuda to voice Shamrock in any future appearances. Oda explained this decision by stating, “I then got to know Shamrock’s current voice actor, Tsudaken (Kenjiro Tsuda)-san, and I instantly went, ‘Now this guy’s the real Shamrock!’, so I’m glad we didn’t rush to pick a VA for him back then. At least, that’s what I feel in hindsight.”

Finally, after discovering the true identity of the hooded figure, fans are now theorizing a different meaning behind one of the series’ most famous quotes: “certain pirate.” While it’s commonly believed to refer to Monkey D. Luffy, it’s now believed that Shamrock actually refers to Shanks himself, a loyal member of the World Government and a Figarland family member, believing it to be a shame that his brother lives a life as a pirate.
